With 2.8 million members from the educational and public sector, ABP is the Netherlands' biggest pension fund. At the end of March 2011 the scheme had an invested capital of €239 billion and although its 2010 results were not as strong as in 2009, the scheme seems to be moving forward. Pensioenfonds Zorg en Welzijn (PFZW) is the pension fund for the care and welfare sector in the Netherlands. Formally known as PGGM, the policy-making and administration sides of the fund were split into two legally separate organisations in 2008, leading to the creation of PFZW. AP3, part of the Swedish state-owned pension fund group, is charged with generating "maximum possible benefit for the pension system by managing fund capital so as to deliver strong investment returns at a low level of risk". AP3's asset portfolio was valued at SEK 220.8 billion on 31 December 2010.
